Here's the full draft report with recommendations included (6/14/11):

At each college students will participate in a dynamic and informed assessment process that will provide both the institution and the student with the information needed to make informed decisions about course placement in order to move through precollege to college-level work as quickly as is reasonable. This process will include, but is not limited to, the following:

1. Comprehensive upfront advising and/or orientation processes that precedes the assessment process which will identify the high stakes nature of the assessment process
Heather Keast: at my college, we usetesting as a commitment measure and therefore direct few resources into thestudent experience prior to testing. Thousands of students submit applicationswho do not test, so how would the students who are most likely to attend beidentified and given this upfront advising? If delivered online, how do weencourage students to take better advantage of it than they do our currentpre-testing resources?

2. Multiple measures to include but not be limited to: directed self-placement, reciprocity of placement, k-12 reciprocity, options for appeal, and/or transcript evaluations, credit for prior learning.

3. Options for test preparation that could include but are not limited to computer based activities, workshops, web-based tools (e.g., wamap.org, Khan Academy) further diagnostic testing, etc.
